Unless you host your own PDF viewer on your website such that the PDF file itself is not internally downloaded by whatever PDF reader the user has on their computer (i.e., your website displays a raster bitmap of the PDF content), there is absolutely no way to prevent the file from being downloaded and shared using Abode (sic) software. · To set Chrome to download pdf files rather than opening them in the Chrome viewer, open Settings, click on Privacy and security, then Site Settings. Find Permissions and click on Additional permissions at the bottom of that section. · Scroll down the Site Settings screen to find and click the PDF documents option. Next to Download PDF files instead of automatically opening them in Chrome, click the toggle switch to set to the On or Off position. Chrome downloads a PDF when the toggle switch is set to On and displays a PDF in the browser when set to Off. Close the Settings tab.
PDF files should still open in place using Quick Look. For some reason yours is not working. Try using Apple Books to view this PDF until this problem has been resolved. When I click on a PDF document, the web site opens up a new tab and puts the PDF in the new tab. From there, I can scroll the PDF and zoom in and out of the PDF. However, Download or View in Preview icons (located bottom center of the page) nothing happens. The file does not download, nor will it open in preview. But that doesn't stop Edge from opening PDFs if you click a link online. The file needs to be downloaded first. If you want a different option, another thing you can do is make Edge download PDF.

Often, the fastest solution is to try to open the page using a different browser. What you need is a server side solution, because there is nothing you can do with a PDF so that is not downloadable.
